We literally have been asking for this behavior to stop for years x)

It has always been annoying to be asked what to key every time we press that button. We already have tools to define what to key, any other software lets you chose what to key separately and just uses that to just put down a key when you press the keyframe button without asking again and again all the time, and that's what Blender heads towards.

how do keying sets work ? , i loved the option to key the whole character. how would i do that now?

The overhaul is pretty well documented here (and its linked pages):

you could have just said that they are not ready yet and you prematurely removed the menu lol . lets hope it will not complicate things instead of making it easier (looks half half right now ...) I dont remember this from other 3d progs tbh .. the menu should stay there on shift+i if you will .. sometimes you only need transform and rotation keys but every 100 frames you also need a scale key (for rigs animted near the camera this is pretty common)

I can not speak in place of Blender's developers, I am not one ;)

But you are using a development build, it's literally meant to be under construction everywhere.
The design documents explain quite extensively how the keyframing is meant to work in the future. May it be using options in preferences, how the "only insert needed" will work, keying sets, ... There will be plenty of ways to control how things are keyframed.
Which is how things work in other softwares like Maya: the keyframe button just keys, according to preferences and context, without showing a popup every time you ask it to key things.
