Organize measurement units into preferences
I suggest moving units to Interface tab of the preferences. Below is my reasoning.
I just spent 20 mins looking for where to change the base measurement units, I was hunting all over the preferences. Where it really should be, it's essentially a language, to describe the dimensions, volume, speed etc. This is another one of those, intuitive features.
We can always input things in a given measurement by adding km, m, cm, mm, yd, ft, in and fractions, but it's much easier, and more often we will input in our local base unit. and that, is a preference.
Also this means we don't have to adjust it every time, or create a new base scene. Just set it and forget it, which is what I would expect, and I doubt I'm alone on that.

it's only a "mere preference" when your only usage of units is about what you prefer. But when it's your job, and you have to work with specific units for different clients, projects, assets, ... Then it's not a preference, it's a per-file setting. Hence, it totally makes sense to have it in the scenes settings and not as a user preference.
Making your own startup file sounds like "set it and forget it" to me.
It's a project settings because it makes sense. For example for CAD you may use inch, for science mm, general modelling m, etc.
