inconsistent naming?
L = shortcut for selecting LINKED geometry.
But when we use proportional editing there's an option to limit the action to CONNECTED only.
Don't 'linked' and 'connected' mean the same thing (a mesh 'island') ?, and if so, wouldn't it make sense to use the same word for both?

No. Let's say you have a U shape and you use proportional editing one one end. With "connected" on, as long as the entire shape is not inside the influence, it won't edit the other end. Because it really means it will edit what's "connected" inside the influence sphere. It has nothing to do about being a linked geometry in Blender's terms.
