I would also like to see the ability to add layer colors so the that all the wireframes could be colored based on the layer the object is on. Maybe that should be posted as a separate idea.

Note that I'm going to work on this as my GSoC project, see wiki.blender.org/index.php/User:Julianeisel/GSoC-2016/Layer_Manager_Proposal .

This change if implemented does touch a lot of areas and might have a performance impact in some cases. It might even be a suitable as a GSoC project.

Please Please. This is one of those things that really stop people from using blender. You can't fix that with scripts and this is really, really really important in professional production. Some times when I know my scene will be too complex I use 3ds max just because of that. And no, scenes or groups are not a replacement for that...

I really like layers mapped on numbers and ability, to turn them on/off with single keypress. What I don't want is clicking somewhere to layer manager by mouse for the same task. Even if I'll get more and named layers as revard.

I see no reason why enabling/disabling layers with numbers should be dropped with this proposal. Layers could be numbered according to the order they were created, with the added flexibility to re-order them.

Indeed. Or they can be assigned by user to to 20 "meta layers", or "layer groups", mapped to numbers. You can switch visibility of some sort of "layer groups" by numbers then.

The issue is more then personal preferences. The limited amount of layers is a serious lack of functionality. Be it numbers, names or any other workflow, some people NEED to be able to create and remove more then 20 layers. This doesn't make working more or less annoying, it makes production more or less possible.
