FreeStyle and SVG exporter improvement
Please, make FreeStyle renderer taking in account textures and allow the SVG exporter also export light shading and textures.

This idea really needs to be fleshed out further. What would Blender's interface look like for adding textures to FreeStyle strokes? If you could include a mock-up image that shows this, it would go a long way. Also, how would you expect the vector exporter to handle procedural and raster textures?
That said, the original FreeStyle code supported textured strokes, so it's always been a part of the plan, if I recall correctly. The difficulty is in finding a developer with the time and energy to devote to adding those features.
Even the already available renderer (which supports lights) would suffice, if the SVG output were the same. In such case just have different materials for the various parts of a mesh would give the result. As for textures, I just mind the UV, not the procedural. Obviously, if someone wants to go further it's always better.
P.S.: The interface would keep as is, there already are UI elements for this. Maybe just a checkbox option "export textures"
The thing is that SVG doesn't really have a concept of UV textures. Sure, there's a notion of filling a curve with a pattern, but that's really the extent of it. We still have the fundamental problem of how to hand off raster data to a vector format in a way that usable and editable once you bring that SVG into a vector editor.
And for what you're asking, I don't think a simple checkbox would be enough to fully encapsulate some of the additional controls that would be necessary.
Then again, maybe I'm just misunderstanding what you're asking for. Perhaps provide an image that shows an example FreeStyle render in Blender and the expected SVG output as you might see it in Inkscape.
