Better Image Tracer for Grease Pencil

I'm particularly excited that Potracer has been merged into master and it does the job well for generalized images. But I feel it's lacking in some aspects for its original intention which is to vectorize animation sketches quickly. There was a paper in SIGGRAPH 2019 titled "Vectorization of Line Drawings via Polyvector Fields" which tackled the job fantastically.

The reference code has been recently been uploaded to github.com/bmpix/PolyVectorization and while it's been a pain in the default cube to compile, the results it generates are very promising. This would be as much of a game changer as Potracer will be for the grease pencil animation community, and it would be great if someone would like to tackle it!

I'm the first author of that paper (and a coauthor of the second one). If this ever gets upvoted enough, I'm happy to help/consult developers.

This method has the advantage that it can merge parallel lines:

The authors reference the PolyVectorization method in their paper and video
