Grease Pencil auto-draw bug

In Blender 2.79, Wacom intuos 3 tablet

There is a bug with the grease pencil when I press on the grease pencil hotkey.

If I do not have the stylus hovering over the tablet then the grease pencil automatically presses on the canvas at full pressure.

This only seems to happen when do not have the stylus hovering. So if I try to use the grease pencil with the mouse then it will auto-stroke.

I do have custom hotkey preferences for the grease pencil. Switched "D" to "B"
