double tap pie menus
So my suggestion is that if you have a tool, for instance the knife tool with a shortcut key of k if you were to double tap k then it would bring up that tools parameters in a pie menu.

Which parameters, specifically? This is a situation where an image mock-up of what you're expecting to see would be most helpful. Use the Knife operator as your example case.
You can make Pie menus call on "Double Click" but I am not sure that would work with a hotkey double tap - you'll have to try it out yourself in the Input Editor in User Preferences.
