Suggestion: Clarity in labeling the output field
To the untrained eye it is un-apparent that the output field (Output Properties tab) applies ONLY to animation - not single images. Some folks will think "an output is an output" and the location applies to all.
I would suggest changing the label from "output" to "animation output" (or something like that).
Thanks.

The output panel also applies to a single frame render. It's just that single frames aren't automatically saved. But if you try to do it manually, the settings you get by default are the ones from the output panel.
IMHO the real issue here is precisely that single frames aren't saved, nothing makes indicates it in the UI and there's no way for the user to make it happen unless you use the compositor which I consider being a backwards solution where a simpler solution would be to 1) save any kind of render into a file by default 2) expose the option to the user if it's really necessary.
