Proportional Editing for Edge or Vertex Sliding

I found quite a few post about this already, but I've got an actual visual example how it might work. Basically I think it should only affect vertices along an edge loop, perpendicular to the sliding. Please let me know if such plugin already exists, or if such feature at all possible Example.png

Refone

You can:

  1. add two protect edges up and below
  2. hide everything out of protect edges
  3. proportional editing
  4. unhide everthing and delete protect edges
