Seperate Global and Object Settings
One thing that I found particularly confusing when first learning Blender was that it wasn't clear what were the global settings within the properties panel and which were the object settings. I was thinking that many of the global settings could be placed amongst the outliner. I feel like this would be a good choice as the outliner toggles visibility within the global scene. The outliner would then become the "global panel" and the current properties panel could become the "object panel".
This would also allow the side panels to take up much less real estate as the icons wouldn't take up as much horizontal space. Interested to know what others think of this idea. Attached is a rough mockup.

Great to see the latest builds of Blender now separate the local and global settings. This will go a long way for new users I think.
The buttons on the top row of the Property Editor work from wide scope to narrow scope. It might be nicer to organize and separate those sections to make it clear when the scope changes. I personally don't think those settings should be moved to the Outliner.
