If would be amazing If we could use grease pencil in the video editor then use it in the 3d view

are we able to display a video on a plane? it would be amazing if we could link a video from the sequence editor onto a plane
You can add a viewport background image and trace it if you want. The background image module lets you display videos.
You can use the annotation tool in VSE, which is the same old, but I guess you'd need to put a video as a texture in the 3D viewport as the workaround. But yes, good point, having the GP in the VSE.
