Allow to set scroll level with mouse wheel

I saw this already mentioned as question in several threads on the web, now that I have integrated other 3D software along with Blender it seems a very lacking features, as much as back then it had right click to select or did not have an undo function, in my humble opinion it is on the same level if we talk about usability.

Blender own zoom setting is truly exaggerated, per mouse wheel notch, sure shortcut are fine but it just make the whole process a waste of time when a simple field in the settings could make the experience more similar to other packages and above all more suited for each user preference and work objective.

There are many settings on the same subject I cannot understand why not implementing something that is needed if you use the package professionally, even more so when quite some settings are already there.

There's no need for additional scroll wheel speed settings in Blander. These settings are available in the OS. Blander just needs to handle scrolling events correctly.

For example, on macOS, depending on the speed at which you scroll the wheel, the driver sends a different scroll delta. And you have the ability to scroll literally pixel by pixel and at the same time over a large distance in a single finger movement.

But Blender ignores this delta and interprets the any mouse wheel notch as one fixed value. This seems to be better on Windows, but on macOS I sympathize with those who use the mouse.
