Proportional edit mode: Indicator when selection circle is outside the view

I enabled proportinal edit and wondered why the whole mesh was moving even I only wanted to move a small part of it.

The missing circle

I thought wasn't there an option to change the field of action in 2.7x by using the mousewheel?
So I mousewheeled and had no luck. I was about to look it up when I realised that the circle of action is just so incredibly big that 1) it was so big that it got applied to the whole mesh and 2) that it was so large that I wasn't able to see it even when chaging it's size.

The circle that is way too large

My idea is that blender could have some form of indicator when the circle of action is outside the view. I thought of a red border or something like that, but since 2.80 is also designed to be easier to use for new users, this wouldn't help much since nobody who hasn't already worked with that tool knows what this red border should be.
I also thought that maybe the circle should always be inside the view so that you always see it. If it is too large, it is resised. But if you want to be it at the size it is it would be a huuuge hassle if the have to scale the circle every time.
Maybe an exclamation mark that shows you an error message when you hover over it.

Unnecessary. The text "proportional size: 153.71" appears in the upper left of the viewport when using proportional editing.

* @thinsoldier * Which is in the same row as any other information and does not stand out in any way or form. This idea behind this proposal is to have an indication not how large it is, but if it is outside the viewports actual view.

This won't be needed when Gradient Vertex Color for proportional editing will be done.

* @-L0Lock- * Interesting new feature. But you again have the question in the moment: Why is my whole mesh red?

Well not matter what information you give, you will always have to question what's happening the first time. You could put a giant popup explaining what's happening, it will still raise questions.
