Make the Default Material Customizable
Would be a nice quality of life feature to be able to change the attributes of the default material, ideally so that it's stored in the scene and saved with startup file. Maybe exposing it as an unremovable data block?

Can't you already store materials as assets? You can then drag and drop different materials onto your objects. The default material has neutral settings for a purpose so that anyone can just dial them into what they want.
The problem is that you need to set this material for each and every new object you create in all your scenes. The key difference is having this be completely automatic for every new object you make.
Did you try what I suggested first though? You won't be doing anything new by changing the default material - you will have to set it to each and every object as well. If you add a new object, do you not have to also add a material? Do you always apply the same material to every object then, or do you make materials different depending on the properties they are to have in scene?
No, the whole point is NOT having to set a material for every single new object. I'm perfectly aware of material assets, that's not what I'm suggesting here, I'm talking about the default white material, the innate material when you don't have a material set on an object at all, that's the material I wish to customize.
When modeling something complex, you are likely adding dozens if not hundreds of different parts in new objects, having a good viewport display customization material for solid view be automatically present on every new object you add will then save you hundreds or thousands of needless clicks.
"will then save you hundreds or thousands of needless clicks."
Select all of them - then shift select the one with your desired material - then Ctrl-L> Link Materials - DONE.
Unless I have missed something, the existing material is already in a neutral position that you can first adjust one time for the primary object and then apply to multiples at once with the steps I outlined. This is how Blender has been since I first started using it.
