Proportional edit random noise size parameters

Proportional edit is an extremely useful tool for doing edits to your models and the random falloff is one of the most often used feature in the tool in my workflow.

So I was thinking that it probably could be improved.

Currently it seems to be adding random value to every vertex, but it could be working in a way, that there is a hidden noise texture that the tool is using to allow user doing the edits. Then if we were allowed to change the noise size, it would allow us to create smooth noise surfaces or very rough ones etc.

Also, the "random seed" value could be useful for this tool. Maybe even in a way that user could select a random seed for every click with a checkbox (I didn't add that to the mockup)

If that was too much change for the existing tool, then I think we would be having additional falloff type, named "texture".

There probably is many similar minor updates that could be done all around the proportional edit tool falloffs and their settings, but this was for me the most crucial one, that I believe would improve the modeling with this tool quite much.

It seems trivial, at the very least, to have a 'Custom' option where we edit the falloff profile, just like the bevel, curves, and other tools have.
