Old graphics support
Old graphics drivers should be supported the 3D picture can be a little broken but please support old graphics drivers. I want to use Blender
Most of the 3D programs work even if it's on old graphics drivers.

Use an older version of Blender. We don't have the capacity to support all video cards and drivers, but at least the old versions of Blender will forever be available to you: download.blender.org/release/
12 years old hardware...no wonder it doesn't work with the newest blender. A general rule of thumb is to support max. 10 year old hardware. Your gpu has Haswell architecture, the minimum for current blender is Broadwell: blender.org/download/requirements/ .
3.6 should probably work: blender.org/download/lts/3-6/
We cannot continue to support all old equipment - this is the nature of wanting the best possible environment for using all the features. The devs have already made decisions as to where to draw the line on support, and they aren't going to reverse course to add more work.
Blender does not have enough resources to make alternative backed that would work on as old and buggy GPU as intel HD iGPUs drivers are. Those drivers are just terribly bad and require a lot of workarounds.
Blender have internal goal of supporting at least 10 year old hardware.
As others suggested just use 3.6 LTS.
