Animate the Order of Grease Pencil Layers
Being able to animate the order of grease pencil layers would go a long way towards professional cutout animation capabilities. It would allow for the creation of rotating rigs like you see in Harmony. In the video below you can see how both of the character's arms would animate in front of the body while facing forward, but when he turns left, the left arm goes behind the body.

I made this exact proposal on Blender Hoy Live(spanish BlenderToday version) a year ago but they did not understand the power of this feature request. Also I made a rush scripting but never shared, maybe soon. The problem of my script was blender is unable to handle the render with animated order layers so I had to made more scripting to create a custome render way.
The layers of GP can be drawn by 3d location.. Its a setting under GP/layer/strokes.
* @j_infla * Yes, but that option does not solve some needs such as the freedom to place the layers in the exact order that we artistically need.
