Remember window/-s states on Windows

Add feature to remember the maximization state, position and scale of main/all windows on close. And restore them on open. Per .blend or at least of the last closed.

Some times there is other windows that is needed to be kept in view or have ability to effortlessly switch to. I almost always have a certain screen layout and have to resize Blender each time i open it.
