Modeling Draw Pencil
Blender 2.82: Modeling Draw Pencil
Using a pencil to start with a vertex for modeling that will auto extrude it (as a polyline) with the option to type in distance and/or snap to the grid, a vertex or an edge.
With an optional default that auto selects x, y or z (depending on distance).
When done, either click 'ESC' or right-click to auto-close and fill the area for extruding.
Add tool to the right sidebar with 'Annotate' options or separate:
Draw | Draw Line | Draw Polyline | Draw Eraser
Annotate | Annotate Line | Annotate Polyline | Annotate Eraser
The first click will determine the location of the cursor. If starting at World Origin it will snap to the center of it. Ideal for the beginners and Technical CAD Modelers (Architectural, Mechanical, etc.) Believe it or not, some people can only draw by coordinances.

No new tool is required to do any of this. Although some features could be modified to expedite the process.

Enable Absolute Grid snapping.
Shift+RMB+drag to place the 3D cursor. This is where your new object will be created.
Shift+A to create a new object. (With an add-on you can choose to create a single vertex.)
TAB to enter edit mode.
E will extrude from active vertices. AND enter transform mode.
There are many ways to proceed from here.

By default, transforming will occur on the plane defined by the view port you are currently using. That plane will be perpendicular to the view and at the depth of the the selected vertices. With grid snapping enabled, your movements will be snapping to grid points nearest this plane.
Constraints in transform mode: You can constrain your transforms by pressing (Shift+) X,Y, and Z while you edit. This will constrain your edits to the X,Y,Z axis or planes respectively. Watch the bottom Info Bar for shortcuts. Also watch the top left of the view port to see exactly how far you are moving.
If you want to draw parallel to the global grid without worrying about snapping shortcuts, then enter Axis-Orthographic mode (Shift+)1,3,7.

LMB to accept the transform. (If you want to type exact numbers there is a box at the bottom left to do so.)
Repeat from 5
Ctrl+LMB on your line to select all the vertices on that line.
F to make it a polygon.
E to extrude the entire polygon into a 3D Mesh.
Other Notes: Shift+TAB - Toggles Snap
Ctrl+Shift+TAB - Shows Snapping menu at cursor.
Tools belong in the tool bar, not the View menu.
I've drawn up a 14000sqft 3storey building so I know it can be done fairly fast and with extreme accuracy.
