Sample size, per render layer

It would make my life so much easier if every layer would have it's own sample size. If needed I could write about this longer, but it seems like something that would make too much sense to even elaborate on.

* @Roman * past me is embarrassed, but present me is thankful! And future looking me would like to propose to rename the feature so that idiots like me would see it clearly aswell. "Samples for active renderlayer" or something..
