Move Grease Pencil from T,N-panel to Properties window

A time when Grease Pencil was an useless tool for 3d-view has gone. Now Grease Pencil has huge amount of tools and settings and all of them are in T,N-panel in different windows: 3d-view, Node editor, Sequencer, Image editor, movieclip editor, ets, mixed with usual instruments for current window! There is no any way to separate GP tools from usual properties. So instead of place same instruments in different T-panels, move it to Properties window! It will be realy user-friendly and comfortably. Because:

  1. One instrument for all windows
  2. When new option will be added, where is no need to place it in all different windows
  3. Same experience for different types of windows 3d-view, Node editor, Sequencer, Image editor, ets
  4. Oh! some windows like in Sequencer haven't T-panel. Where to set up "continuous drawing"? In 3D-view! it's illogically!

Also disagreeing with this one. Grease Pencil is available in more editors than just the 3D View. It makes the most sense to have Grease Pencil instances localized to those editors. It would be quite a pain if you needed to go the the Properties Editor and change context every time you want to change Grease Pencil settings in the UV/Image Editor rather than the 3D View.

Let me guess! You use GP in several windows simultaneously? You are working with the GP in different windows all the time?

Sometimes, when doing annotations (Grease Pencil's original purpose).

More to the point, though, it doesn't matter if you're using Grease Pencil in multiple windows simultaneously or not. Trying to manage all of those contexts from a single Properties Editor panel would be worse organization than what we currently have.

Grease Pencil developers are working on it. Plan is to make Grease Pencil new object type. I assume other editors probably will get simplified version just for notes.
