Do not hide measurements when switching to another tool.
When switching to another tool, the measurements are hidden. Maybe add some check mark in the properties menu that would allow you to leave the measurements on the screen when switching to another tool?

Measure need more improvements - next level of development (Measure as interactive object)
Use "MeausreIt" addon, It also have more features. But I think measure tool and Measureit addon should be linked so user can make the dimensioning easily
