Layer selection for grease pencil add effects
Add effects now works for the entire stroke but I wanted it for a particular line. See the images attached. I am not an expert.
. There is layer selection in modifier section of grease pencil but not in add effects

Yeah this has been a issue for me too. The way i solved it is to select the part i want only that effect on , then in edit mode Separate it into it's own Gp object ( Greasepencil>Separate>Selection ) .
It's Frustrating because the layer influence system is already in greasepencil. it's just not on the effects.
It's Also not in the mask panel which would pretty much solve most of the ui issues people have with that.
