Viewport texture limit -> Simplify
The option to limit texture resolution in viewport/eevee is currenlty in the prefs, and it's a pain to switch constantly. In Cycles it's integrated to Simplify in the scene render settings, it should be the same for eevee.

I remember a similar request a few years back. IIRC EEVEE should support both. User preference are more related to what your GPU can handle eg low level GPU will use different setting then high end GPUs. Simplify tab is more scene related. The actual used texture limit would then be the lowest of both of them.
Texture limits work differently in EEVEE then in Cycles as they are built on other technology. It makes sense to have specific solution that is more optimal to the used technology.
That'd be quite intuitive. Perhaps with a small warning in the Simplify panel if the Preferences has a lower value than the one set.
Another kinda low effort texture limit option would be how games and game engines does that that fits simplify option: not only limit max resolution size, but overall limit max loaded texture mipmap LOD.
Mostly that the current viewport texture limit in prefs actually break & prevent GPU compositing, as it also clamps any image in the compositor & render, I've just confirmed & reported the bug.
