World color without light effect

Wish to have world color set but without light effect. Maybe just with button here. Helps a lot for NPR.

Possible with nodes:
Top colour or hdri affects lighting, bottom colour is only for camera view and doesn't affect lighting.

I think it's still good idea to have check box to ignore light effect IMO
