Transforming strips inside the Sequencer & Preview mode of the VSE
Currently, strips can be transformed directly (W, S, G hotkeys) in the Preview mode of the Video Sequencer Editor, but not in the Sequencer & Preview mode.

They're planning to entirely remove the Sequencer & Preview mode because they can't figure out how to deal the context problems introduced with the Preview Transform functions. If you think that removing the Sequencer & Preview mode is a bad idea, you'll need to get vocal about it here: developer.blender.org/T92584
