Make non-selected the default for edit mode and imports.
Whenever you enter edit mode first time or import a model blender selects everything and this happens to the majority of object types (meshes, curves,metaballs..) except for the grease pencil objects.
The practical solution would be to not do that as users we mentally have to deselect each time which is very annoying.

When working with a complex scene and your import comes in at a freakishly small size or somewhere far away from origin, it's very useful to have it already selected. I would prefer this convenience feature over saving a mouse click.
In edit mode it takes exactly the same amount of clicks (1) to make a new selection, regardless of whether the entire object is selected or not. There is no benefit to having it unselected.
When you import you import with proper scale or hit alt-s to reset it or even S if it's too freakishly small to scale it up. there is a benefit as I always have to deselect before selecting, having to do it each time and like I have said it's a mental/subconscious thing.
I don't think you understand me: When you want to select something in edit mode it doesn't matter whether the whole mesh is already selected or not, the result will be exactly the same. In both cases if you click on a face to select it, the rest will be automatically unselected. It takes exactly the same amount of clicks. Your proposition is not more efficient than the default. In fact, it's more efficient to have everything selected automatically since sometimes you want to adjust the whole mesh (such as recalculating normals).
And on importing: to be able to hit alt-s to reset scale or S to scale it down, you must have the object selected first. So your figurative example is actually in favour of the thing you want to change.
I'm sorry but nobody cares about what is subconscious here. It's about what's practical, and what you're proposing isn't more practical than the default. This proposal is based on personal preference, not on something that will actually help everyone on a broad scale. That's what I'm trying to explain here.
