Adds node description when hovering over the node's label

I just submitted a patch that adds tooltips to the shader node add-menu entry.

developer.blender.org/D15309

I thought it would be nice to show them also when hovering over the node's label. RCS tooltips proposal.png

This is now in main thanks for Bartosz Koslorek

Pablo Vasquez talked about it in his stream a while ago, there's just not enough of hands to maintain the tooltips, community should step it ;)

This would be very nice, since i don't know what half the nodes are useful for. These tips could describe the node and give a few examples on how they could be used. For example, in Autocad, and iirc sketchup and photoshop too, when you hover over an icon, it quickly describes the tool, if you hover it for a few more seconds, it will open up a bigger window with a quick animation on how to use the tool with an example, it actually works very seamlessly.

That sound like an excellent idea. But it's much more complicated and presents some ground-breaking changes. So I suggest making a separate proposal with some nice mockups to get more attention.

i mean, this is just a nice-to-have, not a critical feature. Just a description box pop-up would suffice for now. But in a later blender revamp these nice-to-have features could be considered, if there are the resources for it.
