Set "Delayed start" for addons
When the number of addons increase, blender load time also increase drastically, even sometimes half a minute just to open. this is caused by loading necessary files and dependenciess, downloading stuff and updating it, which is very painful. even sometimes their process create error which cause more time waste.
With time it will continue to happen with more addons and people will just frustrate as they will just see blender loading time increase and don't bother to see that some addons are causing this issue.
To tackle such situation, blender should allow users to change two settings-

Delayed start- This is the techniques which windows OS allows you to setup for extra services which you think have high impact on startup so after the os finish loading just necessary file it load them in background. atleast for the addon which are higher than 8 mb. The idea is that even without addon we can work in blender, they just reduce some time so they can be start later after blender starts.

Shut-off internet completely- As this is the major contributor, addon developers just write the code to update addons at each start, why i have to check daily or at each start about addon update when i am fine with current working. i have more time dedicate to my work and i am tested the addon and ok with whatever it currently offers, now i will just utilize it for my creative work. All major production companies shut-off internet at workplace becuase it helps in focusing on creation.
I dont want any teaching or guide inside the program, i know you can argue that this is not related to internet but sometimes it shows you to subscribe for plan also, which maybe be useful for now but if blender dont allow to shut-off internet then with time this ad-culture will continue to grow , if you think it is good then you can continue to use as you are using currently but for those who dont want- Allow single button to shut off all online connection. After the end of month when my project got finished, i can sit to update the addon and learn the important stuff. this daily dose of information (inside the program interface) should be left for common smartphone users and

It seems to me like you need to encourage whatever add-on developers you're a fan of to stop using such practices, do something in their code to limit the frequency at which they check for updates, or just stop using their products and buying their services.
This really seems rather Blenderkit specific. I never had anything like this with any of my Plusing, so far, and I would probably not want to use this kind of Plugin either unless absolutely necessary.
Agree. Blender shouldn't be doing the heavy lifting of creating workarounds for poorly designed add-ons. If the add-on is causing the problem, it's the add-on developers that need to fix it. Anything else is encouraging poor practices.
You already posted about shutting off internet and it has some valid answers you didn't mention here .
As for the first point, I think you could solve that issue very easily by using Workspaces addon filtering:
