Upgrade particle instance modifier
Dear devs, if nested particles are too difficult or something to achieve, at least please give the instance particle modifier the ability to copy particles rotation other than just location.

Might be better waiting on until Particle Nodes is released. From what I've seen this should be achievable there.
You might want to try the Animation Nodes plug in.
