[Outliner] prompt for "New Collection" name

When creating a new collection on the Outliner I think the user should get a prompt to type a name instead of just creating a Collection ## . Something that defaults to Collection ## if a confirmation is pressed and just if the collection is created by right click > new collection Context Menu and not by using the button on the up right, so tablet-only people do not get penalized.
