Allow shift + tab when operating (Eg. scaling, moving)

Right now shift + tab is not possible to turn on when we moving objects or operating on this in other way. This made stupid procedure to turn off the tool as moving, scaling to turn on shift + tab and again tur on on the moving, scaling.

The feature request is related with:

• Rotate Viewport by MMB when tool is active and other
• Move 3D Viewport while selecting an object with pipette
• move, rotate, and scale don't belong in the tool panel...
• Move The View While Drawing (Lines, Polylines, Arcs...) in Grease Pencil
• Do not hide measurements when switching to another tool.
• Duplicate parent with child (other way)
• and other

The class coding this must be under revision coz limiting.
