Ability to Build a Custom Workflow Area Visually

In many cases people have their unique workflow that does not necessarily involves feature development, but just a rearrangement of existing panels or buttons, so they don't need to either flip around tabs to look for just one button or end up with a huge poorly organized Q favorite menu.

Can we have a canvas-like empty Editor Area that we can drag and drop and layout arbitrary panels, buttons or properties into? And save them as custom Area types?
