prevent panels scrolling down when lower sub panel is closed

go to the render panel scroll down and open the performance sub panel scroll the panel until the performance header is at the top vertically. close the panel

The entire panel scrolls down causing the user to lose their bearings.

I propose that when closing an open sub panel, only the panel elements below it move upwards. This would require that the blender panels allow blank space below the lowest panel, instead of always moving everything down to fill the area when possible.
