Properties Tabs Visible in all Modes
It would be easier to navigate the Property tabs if they were always visible in every mode and kept in their respective positions. If the tab is unavailable in the current mode it could be darkened and displays a tool tip when hovering over it explaining which mode you must be in, making it much more user friendly.

Yes currently switching between certain interactive modes, move and alter the visibility of certain properties tabs. When switching between interactive modes it would be more intuitive if the properties tabs where in the same position the user last remembered seeing them, with grey-out properties tabs & tool tips to point them to the right interactive mode it would be a breeze even for Suzanne to figure out.
I meant if you were in edit mode, pose mode, object mode etc... only the mode your in would highlight the available properties and you can hover over the unavailable properties to see which mode they could be accessed from.
I don't get it... They are visible in all modes... Unless what you mean by "mode" isn't what I mean by "mode"...
@visprotis: I think they mean contextual tabs like "Bone Constraint" would always be there, just deactivated unless you're in the correct mode. This way the position of each tab is always the same.
And it's called "* Interaction modes *".
