Opening files from shell and keeping the UI

I use to open .blend files by double-clicking them dirctly from windows-explorer, that is directly from shell. But when I open a file from another author I just first want to open the file keeping the original Blender user interface to avoid first confusion...

My proposal/feature request would be: When Blender is starting up while getting a shell-open string from the operating-system and at the same time you are holding some shift or control key it would be cool if Blender would use the "KeepUI"-option once and suppress the inividual UI settings from the "foreign" file.

Since I developed some own software where I brought in this feature I could say this should be very easy to implement.

In addition it would be nice if there would be an "preferences/save&load" option beneath "Load UI" saying "Load UI on shell open". In this case shift/control would simply toggle the option once.

Thank you for all the great work ;-)
