NLA: Clear Transform account for NLA

When using the NLA system, Clear Transform should restore the bone transform to remove the effect of the current NLA strip. Currently, clear transform will set bone local transform to rest/identity. It's not useful when using the NLA system. As an alternative, a new operator that does this would be great.
