When pasting keys onto a bone, also paste them if there's "no curves to paste in to"

I'm trying to paste some keys into an empty pose, and have no keys set to these bones yet.

I now need to pre-key all the bones to be able to paste a set of keys in to it.

I'm guessing I should be using poses for this? I'l try, but in the mean time, I'd expect pasting keys pastes keys regardless of there being others there to start with. Thanks for having a look! :)
