To me it looks like "Affect Only Parent" do exactly what it should do when I don't want to affect children.
The core problem is that "Affect Only" doesn't work when you enter concrete numbers to the transform: loc, rot, scale fields. It works only when you transform object by mouse.
What name do you want instead? It already describes exactly what it does!

Coz normally is unchecked and scaling, change origin taking to all objects and this process as option is turned off, only after checkbox is on, soo exclude process must turn on as
EXCLUDE FOR

Sorry but I just can't understand what you wrote.
These option don't "exclude" the origins/locations/parents, they "affect only" the origins/locations/parents. Somehow you think it's the other way around?

And when we moving origin, then if "affect only" to "Parents", then parented origin is not moved. Do test with 2 cubes. This same when scaling (object -> show >axis).
