move, rotate, and scale don't belong in the tool panel...

... at least not exclusively. In 2.79 those same buttons were in the old tool panel, but ALSO existed as higher level functions in the bottom header. While the 2.8 changes are fine for a modelling environment, in a real film making environment, they are limiting. In 2.79, in addition to the tool buttons, there was the per split window control of both the widget and the orientation.

If you're trying to animate a camera or an IK hand, you might want to grab the camera on its y axis, and then move it on the global z. With the IK hand, you might want to translate on the local axis in one window and translate on the global axis on another. Having all the split windows slaved to each other's settings and locking the move, rotate and scale exclusively in the tool panel means too many extra clicks to be able to work properly.

I know there are keyboard shortcuts, but an animation or film making environment sometimes requires having on screen control.

I'm totally confused by this change and am probably forever stuck using 2.79 as my main workspace, but I find it hard to believe that I'm the only one who's hit this wall in 2.8. Would it be possible to just put back those extra widget and orientation options in the 3d view header and have those choices be unlinked when you split a new 3d view?

Thanks for everything everybody does for blender.
