integration of instant mesh into blender 2.8x series

it would be nice to have instant mesh integrated into blender 2.8x series for quick retopology.

This is already done in the current release. Quadriflow remesher is based on Instant Meshes, with improvements. There's still work do be done on it, but it's actively in development.

There are much better algorithms than Instant Meshes available in the open source world these days.
