Relax vertices along tangent
Doing some hair retopology here.
Want a relax tool to relax vertices along those marked lines.
Note that these vertices are bumpy in Normal direction.
The relax operator would move vertices only in Bitangent direction.
Better if we could do the relax after selecting multiple edge loops.

maybe you can use: loop tools - relax - parallel ?
The parallel option is simply a quick selection method which let you select one loop but relax all parallel loops. The relax still affect all direction of vertices.
The best we could do now is selecting edges along hair direction (not the marked edges). Then do a loop tools relax.
