Merge tool should respect selected pivot point mode.
For example if I have some groups of individual vertices selected then the merge tool should merge those selections based on the pivot setting. Now it just merges them into single point, to cursor or center and ignores the pivot point setting. For comparison the scale tool respects the pivot setting and scales according to it, be that center, individual origins or the other options. So pivot should respect that as well.
Other option is to add the different pivot options to the merge tool:
- Merge to individual pivots
- merge to active element
- merge to bounding box center.

its already there, called collapse
But yea, there could be additional 3 operators: pivot sensetive, active element, bbox operator. It can be achieved by addon, but that could be build in.
