UI: Pan in menus (for tablet users)

For tablet users (Sculpters, Grease pencil animators, etc), it would be much appreciated to be able to pan in menus, preferences menus, properties windows, and so on. This is more intuitive than clicking on the tiny scrollbar and is also in-line with competitors, such as 3ds Max and Mudbox.

Not sure if I understand this proposal correctly since most menus are essentially scroll/pannable the same way you would navigate in a viewport or texture window. Yet still the little scrollboxes with lists to this day don't have that functionality OR even a scrollbar on the side and it's annoying as heeell. img

Now that all the parameters of the attributes are on the right, it makes sense to use the left part where there is only the name of the attributes to scroll. Attributes cannot be renamed, so there is no conflict, and the space is huge.

* @ wevon * Indeed. Besides, every UI button has a certain hitbox, if the cursor is outside of this hitbox, it can be used to pan with the cursor.
