Shear transform channel
At the moment, shear is an available tool in edit mode, but not anywhere else. Having shear as a transform channel I believe would be very useful in cases where you don't want to have to do something like use a lattice or shapekeys or something else.

Simple deform modifier?
It would also be incompatible with import/export standards, other softwares, ... And wouldn't be usefull that often. Also I would want to see how you would represent a shear as a transform channel since it's a complex operation working on several axes at the same time. It's 6 different possible actions (each possible both in negative and positive).
What may make sense is a more advanced inputs in the Shear options:
Or a shear modifier (I guess it could be in the Simple Deform Modifier actually).
* @-L0Lock- * Transformations are all stored in a 4 x 4 transformation matrix, and from what I understand it's possible to represent shear with the matrix itself. I'm not sure how that would affect location/rotation/scale, but if it couldn't be stored in a single matrix, maybe the shear matrix could be stored seperately and they could be multiplied or composed.
I don't understand the math well at all, since I'm going off of what I've picked up on my own. But I don't think it's impossible.
* @-L0Lock- * even without shear tool, it can be useful for scaling objects not in local axis.
But, to ask the obvious question, why not just use a lattice?
* @Jason van Gumster * That would work, but it would be pretty cumbersome, and lattices are a bit finicky anyway.
* @keyframesarecool * What about the Simple Deform modifier, as Lsscpp pointed out?
* @Jason van Gumster * Although it's good, I'm pretty sure simple deform has no shearing option.
* @keyframesarecool * I think that the suggestion would be to put shearing controls in the Simple Deform modifier, rather than crowd the Transforms panel with something that's much less likely to be used as frequently as standard transforms.
