Group properties panel headers

A small annoyance I current have with blender is that even on moderately large monitors by default the properties panel's menu always leaves some menu items off screen (Physics, Particles, Textures etc). My proposal is that Blender gain the ability to expand this menu vertically grouped in twos. This allows the user to view all menu bar content without needing to scroll through the menu or expanding the entire panel and keeps menu items close to where they originally were.

Pros :

• would fit better with B2.8's addition of dynamic column layout for sliders
• would allow all users (specifically ones working on a smaller screen) to view/select the entire contents of the menu bar without resizing/scrolling

Cons :

• would go against the general blender design and be the first menu bar with the ability to expand vertically
• could mess with some users muscle memory and general workflow as it would re-position where items are. (could be an option just like "flip to bottom")
