Merge Face Maps & Face Sets into 1 data type

Currently there are two types of face data, which don't seem to talk to eachother and only 1 can be exported.

Face Sets work well with sculpting tools but cannot be used outside of Blender. Face Maps are understood by other programs such as Zbrush and can be imported as Polygroups. Polygroups perform in Z-Brush the way Face Sets perform in Blender. If the terminology is confusing to you, it's also confusing to me.

My suggestion is to either create a conversion function / script to go back and forth from Face Maps and Face Sets, or to merge the data types.

Use cases: Leverage Blender's quick and intuitive Face Set brush / tools to create data useable outside of Blender. Useful for continuing / modifying a sculpture in Z-Brush, retopologizing procedurally in outside software, getting data outside of Blender in general.

Face maps is meant for rig manipulation... developer.blender.org/T51675

Nothing to do with face sets...

* @TheRedWaxPolice * It would still be useful to get another data type out of face sets for sculpting workflow... It could be vertex groups.

* @micahsibert * Blender needs a new Face Groups (and Edge groups) functionality... If they add that, then an option to convert face sets into face groups would be nice...

Well. The same way vertex groups can be used for a lot of very different things, we should also have edge/face groups which could be used in many ways without further head scratching.

I am not sure, that they should be the same, but transfer from one to another will be handy.
