Add Rotation and Scale to Clip Properties
The only reason to use the transform effect is for the zoom and rotation functions, outside of that it duplicates functionality built into the strip properties. It would greatly simplify the workflow (and get rid of the annoyance of having to manually downscale or fix the aspect ratio of images that are too large) by adding the zoom and rotation functions into clip properties (perhaps with a checkbox or two to improve render speed)

Ditching the transform effect is not a good idea. Copying the scale and rotation to the strip properties is, but keeping the ability to do "delta" transforms is obviously very important.
That sounds like a good way to go about it.
I think you should edit your title and description a bit.
