Rendering of Emissive volumes with Alpha background

Currently any Emissive volumes cannot be rendered with an alpha pass, apparently this is due to the way that blender deals with Emissive materials which doesn't allow for them to be rendered properly. This also happens when trying to apply glare effects to a glowing object when compositing. It would be great not to have to rely on pre-multiplying for fire / glowing elements when compositing images / footage.

Just for clarity's sake, is there an expectation among renderers that emissive materials have a non-opaque alpha? I know that in traditional compositing with live footage of fire and glowing things, that footage is often shot against black and composited with a luma key because other keying methods are pretty problematic.
